doesnt matter whether you have your sim in your phone or not when jailbreaking, unlocking and activating with any method (except where it specifically says you have to have it in e.g. signal.app)
unlocked 6 peoples phones today and didnt have their simcards and everything worked perfectly. updated mine with simcard in and that also worked perfectly.
the good thing about having simcard in when unlocking is that you know right away if process worked or not. sometimes ziphone and independence will say that unlock was unsuccessful so they repeat the whole process when iphone was jailbroken, activated and unlocked the whole time.
